Statement by Minister Hirotaka Matsuo at the IAEA Board of Governors Meeting starting on Monday, 10 September 2018: Item 8: Other matters arising from the sixty-first (2017) regular session of the General Conference Application of IAEA safeguards in the Middle East

Thank you Mr. Chairman,
Japan takes note of the Director General’s report dated 30th July 2018 entitled “Application of IAEA safeguards in the Middle East” (GOV/2018/38).
Japan has emphasized for a long time that all States not party to the NPT should accede to the NPT as non-nuclear-weapon States, and should conclude a Comprehensive Safeguards Agreement and an Additional Protocol with the IAEA. In this regard, Japan has been supporting the General Conference resolution entitled “Application of IAEA Safeguards in the Middle East”, which calls upon all States in the region to accede to the NPT.
Mr. Chairman,
Japan remains convinced that the establishment of a Middle East zone free of nuclear weapons and all other weapons of mass destruction, based on the Middle East Resolution of the 1995 NPT Review Conference, would contribute to the progress in nuclear disarmament and non-proliferation, as well as the strengthening of regional, and global, peace and security. We welcome the League of Arab States active discussion of this issue. It is our sincere hope that this effort will be conducive to the advancement of dialogue among all States in the region.

Japan expects the 3 co-conveners to exert their leadership. We also recognize the important role played by the United Nations. At the same time, we emphasize that the entire NPT community should proactively engage in this issue, considering the impact of this issue to the NPT regime. As for Japan, we will continue to support the goal of realizing a Middle East zone free of nuclear weapons and all other weapons of mass destruction, at the earliest possible date.
